Many wireless 911 calls do not go to the correct Public Safety Answering Point. When this happens, the 911 dispatcher has to transfer the 911 caller to a neighboring PSAP:

Each time a wireless 911 call is “misrouted” and transferred in this manner, the call transfer process consumes time and resources in both the PSAP that initially receives the call and the PSAP to which the call is transferred, and the process ultimately delays dispatch and the ability of first responders to render aid. We have reason to believe that 911 misroutes are not occasional or isolated and in fact occur frequently, on occasion with deadly consequences.” (FCC Notice of Inquiry: Location Based Routing for Wireless 911 Calls; 4/22/18)

Third Signal is uniquely qualified to identify and correct these 911 misroutes. We will inventory all towers from all carriers, and then do a detailed 911 Routing Analysis to determine the best PSAP to answer the emergency call.
 
Wireless optimization also included fixing informational elements on ALI records, dispatcher training and procedures, and training PSAP Managers on the subtle but important operational elements that they should know about when working with wireless carriers.
